I.        CALL TO ORDER

Chairman, Paul Smith, called the regular meeting to order at 7:30 p.m.

  • Approve Registrations
1. Carl Piontkowski – 384 Middlesex Turnpike (M52/L 72)
Mark Piontkowski, son of the owner, was in attendance to represent his father. He explained that the property has had businesses on it for years and is registering for continued use of the property to maintain and repair construction vehicles.

At this time W. Pollock recused himself from this portion of the meeting.

MOTION to approve registration of Item #1, Carl Piontkowski; MADE by B. McKeown; SECONDED by K. Gallagher; VOTED IN FAVOR: P. Smith, C. Sohl, W. Pollock, C. Wehrly, K. Gallagher, B. McKeown; OPPOSED: none; ABSTAINED: none; APPROVED: 5-0-0.

2. Hackett Motorcars – 381 Middlesex Turnpike (M52 / L67)
There was no one present to represent Hackett Motorcars. After reviewing the application the Commission agreed that it was incomplete and should be returned to the applicant.

MOTION to return incomplete application in item #2 to David Hackett, Hackett Motorcars; MADE by K. Gallagher; SECONDED by B. McKeown; VOTED IN FAVOR: P. Smith, B. McKeown, C. Sohl, C. Wehrly, K. Gallagher; OPPOSED: none; ABSTAINED: none; APPROVED: 5-0-0.

3. Town of Old Saybrook – 497 Middlesex Turnpike (M57 / L31)
Application submitted by Larry Bonin, Public Works Dept. for Public Works Facility, Transfer Station and Dog Pound, all located at this address.

MOTION to approve registration of Item #3, Town of Old Saybrook; MADE by K. Gallagher; SECONDED by C. Sohl; VOTED IN FAVOR: P. Smith, C. Sohl, C. Wehrly, K. Gallagher, B. McKeown; OPPOSED: none; ABSTAINED: none; APPROVED: 5-0-0.

At this time W. Pollock reentered the meeting.

MOTION to amend Aquifer Protection Agency agenda of December 15, 2011 to allow a staff report from S. Prisloe; MADE by K. Gallagher; SECONDED by B. McKeown; VOTED IN FAVOR: P. Smith, C. Sohl, K. Gallagher, W. Pollock, C. Wehrly, B. McKeown; OPPOSED: none; ABSTAINED: none; APPROVED: 6-0-0.

        A.  Staff Reports
        S. Prisloe reported that he heard from Bob Osborne, Cunningham Brothers Realty, that there is business on the   property at 355 Middlesex Turnpike (M52/ L66) that does engage in regulated activities. S. Prisloe has asked them       to submit an application ASAP.

B.  Approval of Minutes – November 17, 2011

MOTION to approve the minutes of November 17, 2011 as presented; MADE by K. Gallagher; SECONDED by C. Sohl; VOTED IN FAVOR: P. Smith, C. Sohl, K. Gallagher, W. Pollock, C. Wehrly; OPPOSED: none; ABSTAINED: B. McKeown; APPROVED: 5-0-1.
